Work Group Charter 

Current Situation

  • Pockets of excellence throughout the state.
  • Missouri lacks agreement about how much “evidence” is sufficient for our state public policy, as well as a lack of common understanding about what “scientific evidence” means.
  • Missouri lacks a consistent and balanced approach to policy development and resources utilization in the context of EBPs.

 

Desired Outcome

  • Universal Best Practices throughout the state.
  • Establish a Missouri definition of EBPs, a “portfolio approach” to policy development and resource distribution using consumer-valued outcomes/service delivery methods and evolving practice or research as guiding principles.
  • A comprehensive quality management system is developed and implemented statewide.

Scope

Convene a small, representative, group to create an implementation plan for Evidence Based Practices and Service to Science efforts.  The work of this group will create the framework for advancing Missouri’s improving and monitoring quality through EBPs and the base to advance further action steps to fully achieve the objectives identified by the Transformation Working Group.  This group’s task responsibilities include:

  • Identify policy, financing and structural changes to recommend to TWG.
  • Define the hierarchy of “evidence” for Missouri and create speaking points in common language to facilitate understanding of the meaning of evidence.
  • Determine structures to promote, train, and support EBP, including the strategy for the creation of “centers” as needed and their foci. This work includes financing issues.
  • Create a marketing strategy for EBP to assist providers and consumers to understand the value, intent and implementation of evidenced-based practices. Network of Care should be a critical piece in provision of information.
  • Coordinate and inventory all the existing groups and task forces that currently focus on evidenced based practice/best practices to delineate its purpose and target to allow for a comprehensive and efficient approach for Missouri as a state.
  • Develop strategies for a coordinated if not collaborative approach to Missouri identifying, gathering and examining outcomes to assist in the ongoing evaluation of quality, successful practices.
